OBE 1919. CMG 1926. KBE 1938. Author. Died in London 10 April 1954.

The timing coincides with the murder of the ruler of Afghanistan by a relative. Russell Pasha was head of Egyptian Police & famous for cracking down on drug smuggling . Emir Hibullah Khan (1901-1919) was able to preserve the neutrality of Afghanistan during the First World War, in spite of pressure exerted by Germany and Turkey. Emir Hibullah was murdered during a shooting party in 1919. His son Emir Amanullah Khan, proclaimed the independence of the country following a short war against the British, and attempted to modernize the Afghan state. On 8 August 1919 the peace treaty with Afghanistan was officially signed. Reference to this particular medal has not be found.
